The steps differ slightly between the Snapchat app on a phone and the website on a computer, so both are below.
On iPhone or Android

Snapchat produces a snapchat.com link. Personal snaps have no such link, which is the clearest sign they are not public.

Public Story snaps and Spotlight clips. Private snaps can't be accessed.
Why did my Snapchat link stop working?
Most likely the content expired. Stories are removed after their window passes, and once Snapchat stops serving a snap there is nothing left to fetch. Spotlight clips are more durable but can also be deleted by the creator.
Do I need the Snapchat app installed?
No. If you have a public link you can paste it here from any browser. The app is only useful for finding the content and copying its link in the first place.
